FY 2024

In 2024, the European Union's 27 member states contributed a combined €135.9 billion to the EU budget and received €123.0 billion in allocated expenditure. Contributions come from four own resources: a GNI-based share (the largest component), a VAT-based component, customs duties on goods entering the single market, and a levy on non-recycled plastic packaging. Receipts cover Cohesion funds, the Common Agricultural Policy, Horizon research grants, structural and investment programmes, and other allocations flowing back to each country. Net balance is the difference between what a state pays in and what it receives back: positive means net receiver, negative means net contributor. Germany, France, and Italy are the three largest net contributors, while Poland, Romania, and Greece are among the largest net receivers. All figures are sourced from the official EU Operating Budgetary Balances report, published annually by DG Budget, European Commission, and reproduced here without adjustment.
